Minutes

Present:  Chairperson Melissa Engel, Vice Chairman John Tuttle and Council Members, Thomas Cordeiro, Christopher Goff and Barbara Moore.  Also present were Acting Interim Town Manager Anne McKinney, Town Attorney Jean D’Aquila, Recording Secretary Cathy Sirois, members of the press and citizens.

Not Present:  Chatham Carillo and Susan Weintraub

Chairperson Engel called the Special Meeting to order at 6:30 p.m. in the Town Hall Meeting Room.

Acting Interim Town Manager Report
Anne McKinney provided an overview of the work that has been done related to the storm.  Electric restoration is continuing.  CL&P expects 100% restoration by Sunday, November 6th.  Showers have been available at the High School and will be available at the Ambulance building over the weekend.  Portland shelters were available for overnight accommodations but no one from East Hampton utilized them.  There will be a meeting in mid-November to discuss a plan for future storms.  The CL&P liaison was very helpful and provided suggestions for future issues.  Ms. McKinney thanked everyone for their assistance during the storm.

Ms. Engel asked about the discipline for Sgt. Green.  Ms. McKinney noted that the loudermill hearing was held two weeks ago.  She met with the Chief on Tuesday, November 1st and noted she wanted resolution to the cases.  She sent the Chief a letter on Wednesday, November 2nd giving a deadline for resolution of Friday, November 4th.  As of Wednesday, the Chief is out on medical leave.  She will determine the proper procedures going forward.

Ms. McKinney also noted the agreement for the Congregational Church parking lot has not been finalized yet.

Discuss Waiving Brush Fees and Adding Additional Days for Brush Drop-off at the Transfer Station
A motion was made by Mr. Goff, seconded by Ms. Moore, to waive the fees for brush at the Transfer Station through November 26, 2011 and to add Wednesdays to the schedule for brush drop off only for November 9, 16 and 23, 2011.  Voted (5-0).

A motion was made by Mr. Goff, seconded by Mr. Tuttle, to adjourn the meeting at 6:55 p.m. Voted (5-0).
